PCN Redbridge Council stopping at Bus Stop

GGrrr. I received a PCN from Redbridge for stopping at a bus stop for a grand total of less than 10 seconds Is this grounds for "de minimis"? Also, the PCN does not have a contravention code- is this grounds for it to be cancelled? I'm annoyed with myself for getting this PCN in the first place, and will be grateful for any advice. Thankyou

The restriction is "No Stopping", so 10 seconds is outside any normal de minimis consideration. If you stopped in a yellow box junction for this long and claimed de minimis, you would almost certainly lose at adjudication.

So why did you stop ?

Oh dear, oh dear ! If you'd stopped on the double-yellow lines just behind where you stopped you could have claimed the board/alight passengers exemption. There is no such exemption at controlled bus stops, I'm afraid.
