Hello all,

On Saturday 28th Feb, I went to my local park with my daughter and the parking is free however you need yo issue a ticket either using the machine (which does not issue a paper ticket just registers your session) or using ring go. i used the machine and out my details on and the machine has confirmed that it has issued a ticket and my session is started this was around 1:25PM and when i finished at the park back to my car and found a ticket which i wasnt expecting to see and was confused and went to the machine again and try the machine again to see if i done something wrong and put my details again the machine said like second session cant be issued or something like that as no return in two hours and i came home and appealed, the same day.

on my appeal, i mentioned that the ticket must have been issued by accident as I issued a ticket and only stayed there 2 hours, and mentioned that i went back to the machine to make sure it is working, today i received a letter saying that it has been declined and i have to pay £110 which i believe very unfair and on their letter they said because i started the second session.

My thought is that when you keyed-in the registration number, you made an error, so when the CEO enquired on the registration on your car, no parking session was shown.

might be, I can never be sure but could I not asked them to provide me with the lon in details on time of my arrival? should i just pay for it?

As the discount is gone you may as well make them waste time and money enforcing it and you can have a go at their duty to act fairly in formal reps.

Wait for the notice to owner but check the logbook has the correct name and address.

Hello, this is the OP Derya but I'm posting from a different account. Further to the last message, the address on the logbook is correct.

Unhelpfully the notice to owner got delivered to a neighbour and I've only just received it today, meaning I have less than 48 hours to pay or contest the charge. If I contest, it will increase to £165 from £110 if the appeal is declined.

I have read other reports of similar issues with this parking area on Facebook, leading me to think that there may be a fault with the system, however, that is just conjecture and I have no way to prove it. I also understand that Havering refuses all appeals at this location.

I really think the authority should issue a ticket once the reg number is entered to remove any doubt.

Assuming my formal appeal will be rejected, do you really think I have any chance at tribunal, or should I cut my losses and pay? If you feel I have a strong chance at tribunal please can you kindly propose wording for the formal appeal.

I can't access that link. Their NTO has an issue re date of payment/date of making representations.

OP, I think you have misunderstood the amount you would have to pay. The amount of £165 is for a Charge Certificate, that will be served if no payment, or formal reps are submitted. Once Havering have rejected such reps, you can register an appeal at London Tribunals, and the same £110 will be in play, nothing more.
