Rejection of representations against penalty charge notice
3Where any representations are made under paragraph 1 above but the enforcing authority do not accept that a ground has been established, the notice served under sub-paragraph (7) of the said paragraph 1 (in this Schedule referred to as “the notice of rejection”)
must
—
(a)state that a charge certificate may be served under paragraph 5 below unless before the end of the period of
28 days beginning with the date of service of the notice of rejection
—

Plus failure to consider.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.

However as Hippocrates points out, the NoR is hopelessly flawed, as the timeframes are wrong. This is an almost sure win at the tribunal and I'm happy to represent you if you wish to carry on.
