That said, forum rule is one OP's PCN per thread (or things get muddled), so begin at the beginning and have a read of

then post here a brief account of the circumstances,
all sides of the PCN (only obscure name & address),
any Council photos/footage,
and a GSV link to the location,
followed by your draft reps.

I know it sounds a faff, but at the moment you know all the facts for your particular case, but we are in the dark -- for example, you know the date of the PCN, which sets the deadlines for the whole enforcement process -- which is??
