I received a PCN (Code 21s) from Hammersmith & Fulham for parking in a suspended bay in Pennard Road.

The suspension covered Nos. 5–19 Lanark Mansions. There was only one suspension sign, and I approached from the opposite end of the bay.

In my informal challenge I requested:

the suspension authorisation;
the suspension log;
confirmation of when the suspension sign was erected; and
photographs showing all suspension signage.

The council rejected my challenge and did not provide any of those documents. Instead, they directed me to submit a Freedom of Information request while asserting that the sign had been erected before the suspension and that the signage was adequate.

Is it correct that the council should disclose the evidence it relies upon during the enforcement process rather than requiring an FOI request? Also, does anyone know of any ETA decisions concerning suspended bays where only one suspension sign was used for a long section of parking bay?
