PCN received Wilton Square, Islington [Zone L]

Hi all,

I just wanted some advice if possible I have been given a parking ticket when visiting an elderly relative in Islington on a Sunday. They live far away from the emirates stadium but it does have match day restrictions there but when i visited I checked Arsenal were away so all good I thought.  On seeing the ticket i presumed it must have been some mistake but after appealing I’ve been told its valid as there was an event on which it could be is there was a women’s match on that I wasn’t aware of.  The arsenal women don’t play at the home ground regularly and none of the local residents are aware match day restrictions relate to these games too. It seems ridiculous to me to have received a ticket so far away and on an empty street on a Sunday is there anything I can do?

Please read this, and update your thread accordingly. The signs at the entrance to the zone where you parked should have had the match date on display. If they didn't then you have a win.

There may also be a 'technical' appeal based on council mismanagement of the enforcement process, or fatal errors on the PCN, so we need to see all pages of this.

Thank you for your help and I hope I have done this correctly now.

I cannot recall seeing anything regarding an event being on where I entered zone L. None of the residents have been notified that women’s games are also restricted and it’s so far from the stadium you really would have no idea if any event was on

What you should do now is go onto GSV and trace your route past the event special zone boundary to see if the signs are there. No sign = no contravention. You are not expected, as a motorist, to have to check their on-line pages, the signs must be there and the next event date must be up-to-date

Thank you very much for this but I do not have the PCN anymore unfortunately.

The signage at downham road is interesting as I was turning left so wouldn’t have been able to see that if any lorry/large van was there and also would have been very difficult to notice too.

I showed Downham Road as an example. You need to check your route on GSV, at the point you cross the boundary marked on their CPZs map. Yes, adequacy and visibility of signs can be an appeal argument, but we need to see what is there on your route first.

Your link is useless, but I found the location easily enough anyway. So here is the sign as one turns in from New Nth Road: -

Absolutely stupid and ridiculous signing by the typically thick and stupid London council ! How on earth can you read that lot whilst making a turn ! I think this should be the basis for your representations. If the sign is still the same as GSV October 2024 then a RH turn into Baring Street it could be missed. Only one sign means high-sided vehicle could obscure the sign. It is these signs that must have the next event date on them.

Even worse ! You're supposed to read the small text and understand that whilst driving along at 20mph. However, you might not win an adjudication just on that. The real winner would be if the date of the next event was missing or wrong.

I am really loath to pay this as seems crazy to be fined for this.

Islington is one of the better councils at signing event days. It has a separate plate for event times and has another plate with a number to call to check it's an event day but I can only see a couple on a quick look at Wilton Square. A lack of these is a point as the zone entry sign control only single yellow lines and not bays.

Does your relative have visitor parking vouchers? One tactic is to fill one in for that day and ask Islington to use discretion as you were visiting a resident.

Thank you for your reply this the only signage on display where I parked.

They do have plenty of visitor permits we just never realised that the women’s matches are match day too and nobody has been informed that this would be the case.

Good morning,

The council have refused to cancel this charge and state the signage is adequate. 
In correspondence they keep referring to the website and hotline but there is no mention of either on the signage I would have passed. I have said it should be on there but they have said adding these details would result in ‘unnecessary clutter’ which I find ridiculous.

How you can access a website or phone a number for information if you have no idea what website or number it call?

I’m not sure what to do with this now as really don’t want to pay what I feel is a really unfair fine
