Parking on grass - PCN

Hi,

I received a parking ticket in Ipswich, in December. I parked on the grass behind the pavement (it was just a wooded area, no houses/building anywhere near on that side of the road). There were no signposts about parking restrictions. After finding the ticket, stating: "Parked in a restricted street during prescribed hours", I decided to appeal informally (appeal rejected), based on the following grounds:

The car was parked on the grass without obstructing pedestrians using the pavement.
The grass I parked on is not a highway verge (even the Ipswich/Suffolk Council, in a document states that: "In this briefing paper “verge” means the area between the edge of the road and the edge of the pavement", which was not my case.
It is my understanding, from all the publicly available info/document, the double yellow lines, to be enforced must be adjacent to the grass where the vehicle is parked - I did park behind the pavement.

Could anyone provide some comments or advise on this?

By the way, I forgot to mention that I intend to make a formal appeal (Representation), which is due by Friday, February 13th.

You have a PCN for parking on a yellow line but we need to see the unredacted PCN.

What are the PCN number and vehicle VRM.

Looks like a solid contravention. Yellow lines control the entire road including footways and verges not just the carriageway,

Thanks for your reply. My point is that it is the Ipswich council itself that defines the verge as the grass between the carriageway and the pavement - that is not my case. Is that a verge, technically?

"Verge" is irrelevant, the double-yellow lines apply to the road, and a road is not just the carriageway, but the whole width the public have access to, up to the property line.
So please post us a GSV link to the exact location, so we can assess whether your were in contravention or not.
