Hi all.
Wondering if you can help. I dropped my disabled mother in law off in town. My car doesn't have. Blue badge. I was parked for literally 2 minutes and the traffic warden stood there behind the car where I couldn't see them and took the details. He could see she was disabled too, she walks with a walker.

I don't recall receiving the PCN either.
Can I do anything at this stage?

I fear you have left us too much in the dark for any meaningful advice, so please to have a read of this topic

and to put us in the picture please to answer these questions:

1)What was the date you dropped yr m-in-l off?

2) Where was this? Please provide a GSV link to the location.

How do you know the warden was there if you couldn't see?

4) Have you received any documents from the Council about this? If so, please post up all sides here (Only redact yr name & address - leave all else in.)


When I first pulled up I didn't see the warden. I started unloading. As it takes a moment to get the walker out of the boot they immerged when I was in that process. So the time it took my wife to take it out and get my MIL out they issued the PCN. before I was able to drive off

The date is on the certificate. 13/06/25

I've not seen any pictures either.

That said, you have a Charge Certificate (dated 28/07/2025). You need the process reset to the PCN stage, so you can make reps or pay as usual. This can be done if you follow process - see

So no PCN served on you or car?

No postal PCN received?

Are the name and address on the charge certificate correct?

OP, the ins and outs of the contravention are secondary to those of procedure.

You(I presume the Charge Cert is actually addressed to you) have been served with a Charge Certificate. Your ONLY procedural options are:

To pay; or
To wait for the next notice, an Order for Recovery.

Yes my details were  are correct.
So I can't do anything about it only pay or try to take back to PCN. If I do what's the likelihood of them being lenient as I was dropping of a disabled person.

First step is to wait for the order for recovery, and then it's a witness statement that you didn't get the PCN.

We advise calling the Traffic Enforcement Centre in due course to see if Southend has registered the debt as you don't want the OfR going missing too.

You don't need the printed letter to make a witness statement as it can be done by email.
