Notice to Owner / Enforcement Notice Issued Before 28 Days is up

I received a PCN from Barnet Council, which I wanted to make representations for.

The date of alleged contravention was 4/12/2025 and the date of the Notice was 12/12/2025, it is currently 22/12 2025, so I am still withing the 14 days window to make Informal Representations.

When I went to the website, it states "t would appear you have already been sent a Notice to Owner or Enforcement Notice. At this time you can only make a Formal Representation"

Only 10 days has passed since the notice, so how come they state that Notice to Owner or Enforcement Notice has been sent?

If I make a Formal Representation and it is not accepted, do I still get to pay the discounted charge?

It states that if not paid within 28 days and no representations made, they will double the charge.

What other grounds do I have to appeal this, it seems like they have broken their own rules, could that be grounds to get it overturned?

It sounds like you have a moving traffic PCN and there is only a formal stage for these.
