You say the signs were obscured by a large bus, and fortunately this is visible in their video, (their
sole evidence), so you can submit reps on the basis that the signs were obscured. I had a quick look on GSV using your approach, and there is no advance sign, and their is a bus stop on the right just before the RH turn. You're luck their video has the bus in it, so they cannot possibly deny this.
We also need to see all sides of the PCN to check it for fatal errors. In addition, their website may also contain unlawful demands for money when you go to the pages to submit representations so if can screen capture these and post here, it will help. Hippocrates is the real expert on this aspect, as is our adminstrator, so wait a bit to see if they comment. However, don't miss the deadline to submit reps, (or pay of course).
