Please do be aware that virtually all informal challenges to a PCN are rejected with what I call "Fob-Off" letters, so don't be put off appealing further if/when it is rejected. Councils ruthlessly game the system to get the money in, and know from experience that >95% of people then cough-up.

Shall I take up with tribunal ?

They confirm what you were doing is an exemption but don't believe you were doing it despite the blue badge. They may do at the next stage as usual tactic is to scare people into paying. 

The next stage is a notice to owner not the tribunal.

Are you the registered keeper and is the logbook address correct?



Yes, I am the registered owner and the address on the rejection is correct.

Check the logbook as by law they have to send the NTO to that address.

My name and the correct address of my home in the Registration certificate. So notice to the owner has to come to me.

Well, it's the normal NtO, but do be aware that you must not ignore it, or it's game over.

However, advice is DO NOT PAY IT, but submit a formal representation based on your informal challenge. Newham know they are in the wrong so act on the fringe of legality by rejecting your reps which are valid in law. They do this because this is 90% a money-making game, and they know if they reject, then >95% of people then cough-up. If they reject your formal representations, they will in all likelihood, re-offer the discount, to, again, get the money in.

So basically, it is all about whether you are prepared to stand your ground or not; it's that simple.
