Harrow PCN payment issue

I received a PCN by the kind folks at Harrow Council for a bus lane infringement. As it had passed the 14 day period to make the reduced £80 payment, I received a letter asking for full payment of £160. As I had not received the original letter I appealed and was given a reply on 31/12/25 stating that I could pay at the discounted rate of £80 if paid within 14 days of the letter. However, when I attempt to go on the website to make payment, I am still being charged £160.

My question is what do I do? I have emailed the parking enforcement team at Harrow Council, but their automated reply states that it could take up to 20 working days for them to reply, which would go over the 14 days I need to make payment at the reduced rate. Do I have to make another appeal and if so, on what grounds. (I've tried phoning them to inform them, but an automated message states that all PCN communications must be made by email).

Any help would be greatly appreciated.

No it only allows the £160 payment.

If you live in Harrow, you could try contacting your local councillor to ask for assistance in dealing with this useless lot.

Your account is confusing - what exactly have you received? Let's see the material.

London bus lanes have a two stage process:

1. PCN
2. Enforcement notice

Plus their letter.

The dates are important.

No worries, here's the breakdown:

1.I received an Enforcement Notice from Harrow council dated 20/10/25 for being in a bus lane on 12/09/25. The Penalty Charge was £160.

2. I appealed on 22/10/25 on the grounds that I had not received the original PCN so I could not pay the reduced amount of £80.

3. I received a Notice of Rejection of Representations dated 31/12/25 which stated that the PCN could not be cancelled but would be reduced to £80 for 14 days in light of me not having received the original PCN.

4. I emailed the Harrow Parking Enforcement team on 02/01/26 to inform them that I was not able to pay the reduced PCN charge of £80 as the charge was still coming up as £160 on their website. They sent me an automated reply on the same day stating that they aimed to respond within 20 working days (which is above the 14 day limit to pay the reduced rate).

The key here is to if you don't get a response in time is to file an appeal with London Tribunals within deadline. This will almost certainly result in an offer to settle at discount either before or as ordered by the adjudicator given their response.

If you want us to look at the contravention/paperwork post the EN hiding only name and address, as London bus lanes are challengeable.
