As you've posted here before you could at least put the borough name in the thread title and the contravention as well as location. Anyway, doesn't look good although it's combined with a width restriction it seems.
There's 7ft width restriction there which is distracting and possibly ambiguous.
They have re-offered the discount, and to be frank, I don't think you could present a winning appeal to an adjudicator at London Tribunals; the signs are clear enough IMHO.
