I got a ticket for leaving my car parked on my road which unfortuantely became suspended while I was away. The offence is listed as 21 parking wholly or partly in a suspended bay. The council claim that most suspensions are notified with physical sinage well in advance, but refuse to email residents as it's 'not an appropriate use of council time or resources'. (No response when I asked why they can email to make my fill in surveys, though.) They claim it is 'residents repsonsibility to check on their car everyday without fail', meaning I can effectively never spend a night away from my house without being worried I can get a ticket.

After appealing between August and December, they finally introduced mitigating circumstances for vulnerable residents and to evidence I'd been on holiday, but only out of UK travel. They totally ignored my query about inter-UK travel, my recent hospital discharge letter, or that I've been made redundant. They also insisted that online and via email that it would not rise to £130, which it has, even after it still said on the portal that it was £65. I've sent them a screenshot of this.

I've attached their last response. They have not supplied evidence of when the suspension signs were posted. I am awaiting all my letters to them as a DSAR but I've said this:

The council’s handling of this matter contravenes multiple laws and regulations, including but not limited to:

    Regulation 18, Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996: Failure to adequately inform the public of parking restrictions.
    Equality Act 2010: Failure to make reasonable adjustments for vulnerable individuals.
    Freedom of Information Act 2000 and GDPR: Failure to provide requested evidence regarding PCNs and suspension signage.
    Public Law Principles: Issuance of contradictory and misleading information regarding payment amounts.
