Hi,

I'd really appreciate some help with a Moving Traffic PCN I received from the London Borough of Hammersmith and Fulham.

PCN: HZ99622866
VRM: LJ68HDX
Contravention: Code 52M – Failing to comply with a prohibition on certain types of vehicle (motor vehicles)
Location: RMV Sawley Rd Westbnd nr Jct Bloemfontein Rd
Date of Alleged Contravention: 20/06/2026
Time: 21:34
Date of Notice: 30/06/2026
Camera Operator: VA143

I genuinely didn't spot/notice the restriction sign when turning right from Bloemfontein Rd onto Sawley Rd.

I was wondering if I could argue for obscured signage for the following reasons:

1) Roadworks: Right next to/underneath the restriction sign pole, there was a temporary green roadworks barrier and a triangular roadworks sign. This completely cluttered the view and distracted from the regulatory signage.

2) Major emergency incident: This occurred at 21:34, right as there was unfortunately a fatal building fire happening on the next road. The entire area was heavily congested and filled with multiple fire engines/emergency services. (News report here:

). And the chaos/navigating around the emergency services had caused me to miss the restriction.

Having looked at the video, I don't think there is much mileage in the green barriers around the sign pole because the sign is perfectly clear above them, and the barriers are on the pavement, not in your way as you turn.

GSV is not recent enough to show the signs despite being July 2025, so we can't check for an advance warning sign on Bloemfontaine Road. If you go that way often, look out for one; if there isn't one it strengthens your case.

How far back from your turn was this emergency ?

And were you using satnav ?

If memory serves me right, there were multiple fire engines / emergency vehicles parked up on the kerb all along the red line. With the incident happening at the X and the O being the junction where the turn was made.

Sorry to say it, but like so many others, you have caused a "satnav assisted" PCN to be served. All over London these restricted streets have been rolled out, and this one is quite new, so unlikely to be recorded on your latest satnav update, and probably wont be there if you do update it tomorrow ! We see cases like yours where the restriction has been in position for several years yet still the satnav ignores it.

What the emergency vehicles could help you with, is if there is an advance sign. This is likely to have been obscured or made very unnoticeable with all the emergency vehicles blue lights flashing etc.  So we need to know if there is such a sign.

Claiming you were following satnav wont get you a win at London Tribunals, and the council, evr greedy for your money will refuse your reps, but they will re-offer the discount.
