Double Yellow - Loading - Manchester PCN

Hi All,

Need some advice on a ticket my brother recieved, he parked on a double yellow as he was loading into the warehouse near, although I do not see any way out of this, as it says no loading and its a double yellow :(

But before he pays, thought I'd run it by you guys in case theres something or a miracle.

Is the vehicle his, and if so, is the V5C Registration Certificate, (aka Logbook), up-to-date in all respects ?

The vehichle is his, but his registered it to his company as opposed to his name, so the V5 reflects this and is up to date, I believe in all respects being the company name and the company address (have asked him to confirm the address bit, bit believe it will be the case).

The double kerb blips aren't great but probably compliant.

Is the location on the PCN correct.

Yep the location is correct, while its a long road, it seems to be aroudn this point on gsv, looks slightly older, albiet only a year.. as i do nto see the no loading sign in gsv, ratehr there is a loading lampost (which I assume is no longer there)

The sign isn't needed with 24/7 loading restrictions but is often used to bolster double kerb blips as they do degrade.

Noted for future reference, So I guess on this case there, best he just pays the discounted rate?

1. Would the same apply if there was a loading bay (marked on the floor), would it need a lampost with a signage stating the times or similar, asmy brother has recently been parking in such a space to load/unload.

2. His been worried as each time he unloads stock, he has to lock the car and go away up a building and back down, the warden in this period would see no one loading/unloading and  give a ticket, I've advised him to leavea note stating your loading at the property and floor level and your number - Is this the best practice in such a case, or would you advice otherwise.

No harm in leaving a note, but CEOs can ignore it, although they might observe for a bit longer. SO best to keep all delivey notes or other documentation to prove loading. Then if you get a PCN you can include copies of these as collateral in your reps against the PCN.

Does this mean that then technically it becomes a invalid PCN, or it can be fought on this ground and won without fail?

But we wasn't parked in a loading bay, he was on a street with double-yellow lines that normally bar parking, except for loading or boarding/alightiing passengers. However there are also double yellow kerb blips to indicate No Loading, and there is a sign confirming this. So the PCN is kosher in my view.

Correct, this was more for where his been parking recently, which is a loading bay. :)

Noted - Have advised him go ahead and pay the discounted rate, which is much cheaper then London rates!

Main thing to check if loading in a loading bay is whether it is open to all vehicles, or restricted to goods vehicles. There is a "sacktruck" image for 'goods vehicles only' bays on the sign as well as text.
