Oxford Congestion Charge Thames Street

Hi everyone,

I’m looking for advice and guidance on a Penalty Charge Notice (PCN) I received regarding the Oxford Congestion Charge scheme.

Case Details:
Charging Authority: Oxfordshire County Council
Contravention: Using a vehicle on a road subject to a road user charging scheme without paying the correct charge
Location: Thames Street, Oxford
Date & Time of Detection: 14/09/2026 at 14:45
Date Issued / Posted: 29/09/2026
Date Received: 02/10/2026

Background & Context:
I'm from Exeter and was dropping off my son at university on the day and inadvertently passed through the camera point on Thames Street. I initially wondered about the 15-day gap between detection and issue date, but having googled understand that civil PCNs have a 28-day statutory window under the 2013 Regulations.

I am posting to ask if there are any known procedural improprieties, defects in the PCN document formatting, or issues with local signage / Traffic Regulation Orders (TROs) for Thames Street that could form valid grounds for representation.

PCN Images (imgpile links):
Page 1 (PCN details): https://imgpile.com/m/kFOINQJ
Page 2 (How to pay / make representations): https://imgpile.com/m/V4QxpBL
(As per forum instructions, only my personal name and address have been obscured; the PCN number, VRM, dates, times, and statutory wording remain fully visible).

Thank you very much for taking the time to look into this!

(2)A penalty charge payable by virtue of sub-paragraph (1) must be paid within the
period (“the payment period") of 28 days beginning with the date on which a penalty
charge notice is served under regulation 7 of the Enforcement Regulations and in a
manner specified in the penalty charge notice.
(3) The amount of a penalty charge payable in accordance with sub-paragraph (1) is
£70 but. if the penalty charge is paid before the end of the fourteenth day of the
payment period, the amount will be reduced byone haif to £35.

Can you find 'beginning' in relation to either the full or discount penalty?

Normal period allowed to serve a postal PCN is 28 days so no mileage there I'm afraid. Oxford is up in bright lights on the internet at the moment for its draconian restrictions on access to central Oxford.  Clearly the council see cars from far away dropping off university freshmen at their colleges as a "Nice Little Earner", because no special arrangements are available for this activity.

assuming you approach from the south and turned off from the Abingdon Road A420, you would have first passed this sign: -

then the sign  indicating what street ahead required paymen of the Congestion Charge, and the way out to avoid it: -
https://maps.app.goo.gl/Yk4EoApSbayaS5yH8
then another warning sign, and finally the sign at the entrance to the charging zone.

As a motorist you are expected to know all about these council "wizard money making scams" all over the UK.  What nonsense ! The law is now a complete ass regarding council schemes like this, but I don't suppose it will be reformed any time soon. However, the signs should at least have at least caused a warning to flash up in your head that you were in some kind of road charging zone. The only complaint I would have about this scheme is (1) how much is the payment and (2) how do I pay ? None of the signs have any information on this, so you could say that the signs fail the council duty of "adequacy" under Regulation18 (1) (a) of The Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996

https://www.legislation.gov.uk/uksi/1996/2489/regulation/18

The downside of this is that they will claim all is in order and compliant with The Traffic Signs Regulations and General Directions 2016. Yes, they may well be, but is what they have erected sufficient to convey what a motorist is required to do ?

The bottom line is that the council will inevitably reject any reps you submit, thus forcing you to either (1) cough-up, or (2) register an appeal at the Traffic Penalty Tribunal and risk the full penalty of £70

Thanks, I see what you mean now. I’ve checked the wording on the PCN itself.

For the full penalty, it says the payment period is 28 days beginning with the date on which the PCN is served. For the discounted amount, it says payment must be made before the end of the fourteenth day of the payment period.

So “beginning” does appear in relation to the 28-day payment period. On that basis, I don’t think there’s a ground there unfortunately  :(

Thanks, that's really helpful. I have to admit I simply missed the significance of the signs. It had been a long trip from Devon and I was concentrating on getting there on time.

I'll have a closer look at the signage and the Regulation 18 point before deciding whether there's anything worth raising in representations. Thanks again for the links and explanation.
