Hi all. Hope everyone is well.

Im New to this forum. Not how I wanted my Friday evening to start.  Lol

So The registered keeper has received a PCN on the windscreen for "parked in a restricted street during prescribed hours"

Contravention 01

So the driver was "loading" while parked  ok the road outside a take away. When they came out there was  PCN on the windscreen.

Could I please get some help on how to fight this PCN.

Please describe what the loading was and why it was being undertaken at that location. Loading "shopping" is not loading, and picking up a takeaway is also not loading.

So the Registered keeper was collecting some food from the takeaway . There was no floor markings on the floor.

The whole of Coventry city centre is a Restricted Parking Zone. Parking is only permitted in marked bays on the street. Here are the entry signs: -

Note that although loading is not restricted, the onus is on the claimer of the exemption to prove loading if a PCN is served to an unattended vehicle. I doubt whether picking up a takeaway would come within the loading exemption.

Have I got a Defence for unclear signage etc or lack of signs around the area where the car was parked. Obviously Coventry council will reject appeal but would it be a better chance explaining the issue to the adjudicator.

You can give it a go, but Coventry have put up repeater signs around the zone because it is very large. Give us a GSV link to the precise location, so we can have a mozy around. why not also check your route into the city to see if the entry signs are there or not. If they aren't you have a good appeal argument.

BTW If you take them to the Traffic Penalty Tribunal the full PCN penalty will be in play.

You can see the sign for the bay on the lamppost near the bus stop. There is a repeater sign about the RPX, but it's on the other side of the zebra crossing: -

Essentially, whilst you may struggle to overturn the PCN it is worth submitting representations that whilst you were outside the bay, you thought you had parked legally, but have subsequently been shown the RPX repeater sign. However, this sign is situated on the other side of the Zebra crossing, and you consider that a repeater sign on the side where you parked would have been noticed by yourself; you saw no reason to look for a sign other than the sign for the bay which is for Blue Badge holders, so you parked outside that in what was clearly a parking bay. as it was set back from the main carriageway.

Post up their response when you get it, but don't get upset if they reject it, as almost all informal reps get a Fob-Off letter in response thus daring you to risk the full penalty.

Hi so I've checked the photos that the council have uploaded. Every single photo gas been taken blurry and you can't make out my car registration plate  . Can this be used for  grounds to appeal.

You can make out your number plate on one of the photos, so I don't think there is any appeal mileage there, because photos are not a legal requirement in the enforcement process.
