Council charge letter received but no previous NTO

I received a Contravention code 53J pcn Charge Certificate out of the blue from Brent council yesterday, 05.08.2025 but never received a Notice to Owner.

The Date of Notice is 04.08.2025.

The fine is now £240.

It's too late for me to view the details online so I don't know if the contravention occurred, but it could have done, in which case I would have paid the £60 within the discounted period.

Your advice on what to do next would be greatly appreciated.

Please post up the document you received, only redact or obscure your name & address.

This sounds like a Charge Certificate. There would never have been a Notice to Owner, it would have been a postal Penalty Charge Notice issued under the London Local Authorities and Transport for London Act 2003.

Please post up all of the Charge Certificate. Leave all of it visible except your name and address. A piece of paper can cover the name and address if that's easier.

Did you receive a postal Penalty Charge Notice ? No Notice to Owner is sent after a postal PCN is served, because the recipient is the owner.

Under certain London-specific legislation, (bus lanes, I think),  an Enforcement Notice can be sent if a postal PCN is ignored.

Are the name and address correct on the charge certificate.

For a moving traffic contravention there is only one postal PCN which is the same in effect as an NTO.

Process if you didn't get it is to wait for order for recovery and make a statutory declaration you didn't get it.

Just wait for the next notice, Order for Recovery, and come back herewhen you do.

The process is simple and you'll be served with another PCN:

After about 3 weeks check the key events on Brent's site to see if the debt has been registered. You don't want to miss the order for recovery.

Thanks, is that three weeks from the date the Charge Certificate was issued?

The advice is "....wait for the 14 day period stated on the charge certificate to expire, wait another week (but not a day more) and check whether the debt has been registered with the Traffic Enforcement Centre (TEC)."

If so that is 25th August, Bank Holiday Monday, so assuming they will be closed, will it matter if it's a day late?
