Hi everyone,

My wife received a PCN for "Parked without payment of the parking charge" (Contravention Code 11) while taking our son for chemotherapy treatment at UCH in London.

UCH provides parking dispensations for people with disabilities. However, there was a miscommunication with the staff member who issued the dispensation slip to my wife. He confirmed twice that it was okay for her to park in that specific location.

After discovering the ticket, my wife returned to speak with the same staff member. He apologized and explained that he thought she had been referring to a different parking area (further to the right). The dispensation slip does include details about permitted parking locations (photo attached).

The staff member advised us to contact Camden Council to appeal based on these circumstances.

Has anyone dealt with a similar situation or have advice on how best to handle this type of appeal?

Bus driving since 1973. My advice, if you have a PSV licence, destroy it when you get to 65 or you'll be forever in demand.

The dispensation applies to single yellow lines.

But really they'd have to be as hard hearted as we've ever seen to not use discretion and Camden are usually OK and not like some I could mention.

I have drafted the below appeal.

Dear Camden Council Parking Appeals Team,
I am writing to formally appeal Parking Contravention Notice CU71811934 issued on 26.08.2025 for my vehicle LR13ASV at Huntley Street.

Circumstances of the Contravention:
My wife was accompanying our son to University College Hospital for his chemotherapy treatment when this incident occurred. As our son has a disability, we are entitled to use the hospital's parking dispensation scheme.

Upon arrival, my wife approached a UCH staff member for guidance on where to park using our dispensation. The staff member issued a dispensation slip and confirmed twice that the parking location my wife had chosen was appropriate. Trusting this official guidance, she parked in the indicated spot.

Mitigating Factors:
 1 Medical Emergency Context: Our son was attending critical cancer treatment, creating an understandably stressful and time-sensitive situation.
 2 Good Faith Reliance on Official Guidance: My wife explicitly sought and received confirmation from hospital staff before parking.
 3 Staff Acknowledgment of Error: When my wife returned after finding the PCN, the same staff member apologized and acknowledged the miscommunication, admitting he had misunderstood which parking area she was referring to.
 4 Valid Dispensation: We held a legitimate disability parking dispensation at the time of parking.

Request for Consideration:
We understand that parking regulations are important, but we believe these exceptional circumstances warrant discretionary consideration. My wife acted in complete good faith, following what she reasonably believed to be proper authorization from hospital staff during a medical emergency.

We respectfully request that Camden Council exercise compassion and cancel this PCN, given the genuine miscommunication and the challenging circumstances surrounding our son's ongoing medical treatment.

I have attached a copy of the dispensation slip and my son's medical documentation.

Why haven't you applied for a BB for your son?

Who or what is 'Redbridge'?

The dispensation refers to 'see map overleaf', hence roythebus's question.

Think the OP has indeed cited the wrong car.

There is a BB and was on display but Camden has a special BB scheme in that zone so it can't be used there.

Redbridge is no doubt the borough.

The reg was a typo on my part, i have just updated the draft above. Thanks for spotting this.

We do have a blue badge and it was on display, but their is a restriction, so you can only park on roads stated on the dispensation slip. The dispensation is issued by the hospital and the traffic wardens are aware of this.

'Redbridge' is the borough we live in so i'm assuming they make a note of this.

There is no map included, so i suspect they just have not updated their dispensation slip at the hospital, or they just tore it off for whatever reason.

no. that part of the form is for blue badge details, "issued by" Redbridge, not for the dispensation

Right. So the process is as per the Camden website which is that blank dispensations are issued to UCH Trust hospitals which they then issue to patients or their representatives(your wife in this case) on production of a valid BB issued by another authority.

OP, what was displayed inside the car? It looks like a BB and the dispensation. If so, then perhaps the following is not too far from the truth..

On being issued with the dispensation your wife misunderstood how it was to be used i.e. that the dispensation and corresponding Blue Badge had to be displayed together and that in combination they acted as if the car had been issued with a 'green' disabled badge which, as per normal BB rules, allowed the driver to park in payment parking places as well as SYL.

Since receiving the PCN we have had time to pore over the exact wording of the dispensation form (although exactly what map is referred to is unclear as none is printed on the back) and can see that the BB doesn't have to be displayed and that it is restricted to SYL. We now understand what's meant but, if such is the case, it seems counterintuitive to force drivers to park on SYL where space in a parking place is available because this must surely produce worse traffic management outcomes. 

..or similar.

I would not blame the member of staff.

The assumption that a hospital dispensation combined with a valid Blue Badge would work similarly to standard Blue Badge provisions seems reasonable, particularly when trying to minimize traffic disruption.

We respectfully request that Camden Council exercise discretion and cancel this PCN, given that this was a genuine misunderstanding of the dispensation system during our son's medical treatment, and that my wife acted with good intentions regarding both compliance and traffic management.
