Hi all

I have received a Code 46 Red Route PCN and looking for some advice before I submit representations.

The sign is an upright one - states 'RED ROUE - No stopping at any time - Except Loading - Max 20mins' - The bay is a marked loading bay, not double red lines.

I am a resident at the address adjacent to the bay, which this bay is clearly made for loading/unloading to. On the date in question, I was unloading a large amount of household goods into my flat, as my partner was moving in with me. As such, I had this car filled to the brim with boxes, furniture and all the stuff for moving house. I used a timer when I first parked up, and I ensured I was just under 20mins for sure spent in the bay.

I cannot understand why or how I have been given this ticket. I unloaded all the stuff from the car to the lobby, from here, I then had to take it upstairs to my floor which due to the lifts being broken (I have evidence of residents group chat discussing this) I had to take the stairs to take a lot of stuff up.

I made repeated trips between the vehicle and into the building to move stuff in. Once the unloading was completed and taken to the flat, I immediately removed the vehicle and then did not return.

The time stamp states this was at 13:29, I think that I would have left the space by around 13:35ish if I recall correctly when I arrived and then expected to leave.

Can someone help assist, please? What evidence should I submit, or avenue to take to fight this? I have used the loading/unloading bay in the manner it is made for, and I am a resident of the adjacent building. Such a scam if I end up having to pay this.

Please let me know if any further information is needed or background.

Never one to miss a cash opportunity, TfL strike again ! Clearly a fixed camera above/near the bay, so their video would show you loading. You can request that video from them. As others may say on here, TfL are in the dark ages, so the video comes as a DVD, which could on its own get the PCN cancelled, as London Tribunals are getting concerned about TfL insouciance on evidence that is key to an appeal.

Advantage of the DVD is that they freeze the enforcement clock for about 14 days to give time to get the DVD to you. This gives us time to work up your reps so they either accept them and cancel, or will win at London Tribunals. Don't just cough-up and join the Mugged CLub.

I will call up TFL today and request the DVD. Does this always stop the clock until the £80 is hiked? I’ll ask for an email after the call, so I can email them and get some paper trail of the discussion and ensure a record that the clock is stopped for 14 days at least.

When you ask for the video, ask them also how long they stop the clock.
