Hi everybody. I’m new to this forum and haven’t posted before. Apologies if there is anything I’ve missed.

I received a PCN letter (code 53J, failing to comply with a restriction on vehicles entering a pedestrian zone) with camera enforcement. PCN letter pages linked here https://imgur.com/a/Y97kYk6

Unfortunately it came through the door the day before going on a busy trip abroad and I haven’t had the time until now to post this. It’s now a week since the notice was issued.

I was taking my pet to the vet who was very sick, and while doing so the sat nav took me down a road that is quite familiar to me, Moss Hall Grove, which has recently had restricted access put in place with cameras, restriction between 3-4pm. Admittedly I completely missed the sign but I was not expecting there to be a restriction as I’ve driven there many times before it was enforced. Also, I was rather stressed from the circumstances. It was a very last minute appointment and they just managed to squeeze us in. Our cat needed urgent medical attention, to give you some context here.

Personally this is very frustrating as we were going to a charity vet (PDSA) to save money to avoid being extorted by the other vet that we nearly went to.

I don’t know if it’s worth me appealing but thought I’d try and seek advice just in case. Any advice and help would be greatly appreciated.

It is a timed restriction, so if you passed the signs outside the restricted times, obviously you would not get a PCN.
Why not submit reps on the basis of what you have told us here ? It's difficult to argue bad signing, because there is also an advance warning sign: -

Emphasise that you were in distress and whilst you knew the signs were there, they just didn't register in your mind at the time. You could also say that you have passed the signs many times without penalty so assume that was outside the restricted times. Also point out you are a local resident.

I was considering mentioning the points I brought up here but then thought the appeal would hinge on how compassionate they are. But I’ll definitely consider putting those points across in light of your feedback.

Experience of this forum, and the now-closed but long-standing Pepipoo forum before it, is that council parking and traffic enforcement departments do have a heart; a Heart of Stone !

Based on publicly available data, Barnet council issues c.500 PCNs at this location alone per month, and accepts only 2% of representations. That means that Barnet makes from this location alone (Nether Street into Moss Hall Grove) anywhere between £500,000 to £1,000,000 per year. It is clear that there is no urgency to make signature compliant or trim down foliage.
