Barking & Dagenham pcn Bobby Moore way carpark

I received a pcn back in Aug 23 parked without payment of a parking charge.
At the time I had paid for 1 hours parking while I used the sports centre (via b&d telephone system), for some bizarre reason & although I was charged my car was not registered & I was issued a ticket. I appealed thinking it was open and shut case on the grounds I had paid via telephone system but have been rejected. I now have to appeal to London tribunals. My question is on the letter they sent me they have the times the wrong way around, can this help my case in anyway

Was the PCN affixed to vehicle or postal?
Are you the registered keeper or was liability ransferred to yopu?

Hi,the pcn was fixed to the vehicle, unfortunately I cannot find it. I am not the registered keeper but was the driver on the day.

My challenge via the online system below

Vehicle registration: GL14ONG
Contravention: 73 PARKED WITHOUT PAYMENT OF THE PARKING CHARGE

Reason for appeal: 'I paid by phone or app'

@Ed26 what's your connection to the registered keeper please?

You've shown as an informal rejection from October followed by a notice to owner from November, the notice to owner clearly spells out that it must be challenged or paid before the end of the period of 28 days from the date of service or else the right to appeal is lost and the charge can go up by 50% to £120. It's now March 2024, so that was four months ago. What's happened since?

All I can see on the council website is that the charge has gone up to £120, this indicates a charge certificate has been served.

The possible explanations for this are:

1) The notice to owner was not challenged
2) The notice to owner was challenged and a formal notice of rejection was issued, but that formal rejection was ignored (i.e. the registered keeper did not pay or appeal).

Of course if a challenge was sent by post but never received by the council, or if a notice of rejection was never received then we can still fix things, but you need to help us work out what scenario we're dealing with.
