As at today, the LBBD website shows the penalty as £210 i.e. a Charge Certificate has been issued but not an Order for Recovery.
IMO, notify the authority NOW that with immediate effect your address for correspondence regarding PCN ****** is **** and not ******. Include a copy of your new V5C if you have this, otherwise DVLA's confirmation and proof that you are the person whose name is held by DVLA e.g. driving licence(with your new address, I hope) etc.
