I suppose it's possible that Wandsworth routinely remove the PCN details when a case is passed to a bailiff, but it would be very unusual. In fact I can't think of another Council that does that. On the other hand paid or otherwise closed PCNs sometimes disappear after a delay.
So the likelihood appears to be that the PCN number on the Notice of Enforcement is incorrect. Presumably the VRM is correct as it's your car? I'd try phoning Wandsworth and see can you confirm the PCN number you have from CDER and the PCN number that you don't know. And their dates of issue. See will they email you copies of the PCNs and/or NTOs.
If you don't get anywhere with Wandsworth then try CDER but I imagine they'll try and bully you into confirming your current address.
The Council would have applied to the DVLA, shortly after the alleged contravention, for the Registered Keeper details that applied on the date of contravention. This is done electronically and the response would have arrived the next working day. The Council then send all of the statutory notices to the address supplied unless you have informed the Council of an updated address somewhere in the process. There is no RK address re-check before they commence enforcement even if there's a year or more delay.
Is the name and address on the Notice of Enforcement and the NoE Reminder that you did receive 100% correct?
You may have to pay the bailiff to stop the charges escalating and then pursue Out of Time Statutory Declarations and/or Witness Statements. From the reminder notice It looks like the deadline to pay is 8:00am 11th Dec so you have a bit of time to investigate, don't pay anything just yet.
