Contravention code 01  Brighton and Hove council.

I am a Blue Badge Holder.  I parked on a double yellow line along with other Blue Badge Holders,  I accidentally set the arrival time incorrectly to the next hour after I arrived.  I did not understand why I was issued with a PNC until the rejection message was received, I had displayed my Badge correctly in the windscreen.

"YOUR CHALLENGE HAS BEEN REJECTED BECAUSE YOU MUST NOT PARK ON DOUBLE YELLOW LINE WITH A BLUE BADGE UNLESS YOU SET THE TIME CLOCK TO SHOW THE TIME OF ARRIVAL"  Yours was set to a time in the future. or maybe not set at all Either way, the PNC was issued correctly.

The CEO must have issued the PNC within minutes of my arrival I was parked for about one and a half hours
I now must pay the £35 within 14 days or the fine will increase to £70. Please advise me on how I should proceed.  Should I pay or appeal to the next stage with a £70 fine if rejected again

1. Our reasons for rejecting your challenge:
The PCN was issued because the vehicle was parked where a no waiting at any time
restriction applies. This is communicated through double yellow lines.
Please see the photographs taken by the Civil Enforcement Officer at the time the PCN was
issued:
You stated in your challenge that the nearby disabled bays were full so you parked here
instead, alongside others, and did so after checking for signs to indicate what the restriction
was. You couldn't see any so you parked with the legitimate expectation that you could
display your blue badge and park legally.
Your challenge has been rejected because you must not park on double yellow lines with a
blue badge unless you set the time clock to show the time of arrival.
Double yellow lines denote no waiting at any time and all motorists are expected to know
this. There is no requirement for any signage to be in place for this restriction. Blue badge
holders should be aware of the requirement to set the time clock to show when they arrived,
it is explained in the leaflet that accompanies every blue badge. Yours was set for a time in
the future, or maybe not set at all. Either way, the PCN was issued correctly:

Your clock looks like it was set to 18:15pm (or 06:15am). What time did you actually arrive at?
