Another(!) PCN 52M Eastmearn Road Lambeth

Hi guys,

I’m seeing a lot of these new 52 m contraventions going up around London with varying levels of signalling (some painted road surfaces, some barely a round sign with no ‘x’ or no ‘no entry’ displayed!).

I don’t mind avoiding certain roads if it is required, but they definitely seem to be using weak signalling to trap even the most careful of driver.



I have been driving down Eastmearn road for 40+ years and in one week (start of oct) I received 3 pcn’s for this road.


I genuinely don’t mind avoiding it forever now, but feel that paying one pcn is enough to convey that I have received the message and taken the appropriate punishment. The next 2 were before I’d even been aware that I’d broken any rules!

Is there any ground for appealing?

I have paid the first, but the next two are approaching the 14day grace period ending (28th nov).

Any help much appreciated.

You should have grounds for making reps, but first, have a read of

and give us the date of the PCN you paid, plus

all sides of the next PCN;
and the first page of the 3rd;
with a GSV link to the location.

Only redact yr name & address from the PCNs - leave everything else in.

Do you expect any more PCNs - you should be able to ring Lambeth and ask if there are any PCNs outstanding against your reg.mark.

Hi John,

Thank you so much for your very quick response!

Apologies for the delay my end, I am working through the weekend this week…

As requested, I have noted the PCN of the first penalty and attached the front and back of the next, followed by the front of the third, as well as the gsv link to the road (even google doesn’t show the signs restricting access!).

Obviously GSV doesn't show the signs because the last pass of the GSV camera van was in Agust 2022, over 2 years ago,so this is a fairly recent restriction.

The usual theme for representations in your situation is to submit reps on the basis of disproportionate penalty due to PCNs 2 & 3 being dated before you received PCN 1 but only received after PCN 1 arrived. YOu were unaware of the contravention before PCN 1 arrived, hence you consider the two additional penalties to be disproportionate penalty. Point out that you paid PCN 1 as soon as it arrived.

Hi All
I wanted to ask some advice. I also got a PCN for going down this road which now doesn't seem to allow cars. This is a road that I always used as a shortcut to work and I wasn't aware that this new restriction had been put in place. At the time of driving down the road I was without an indicator and on the way to and from the garage by the Tulse Hill Tavern to get it fixed and was trying to keep to side roads for safety. I'm worried that I made 2 journeys up and down without realising (I have so far only received one ticket). There didn't seem to be any advance warning of this change of use and even if there were it would have been very hard to make a sudden reverse at this point in the road. I checked the GSV before travelling because I previously ended up paying over £700 in fines for the bus gate that was installed at the top of Gallery Road, but there were no signs in view as the map on street view was at a time before the change. Do I have any hope of getting out of this ticket? Has anyone had any luck?

Hi guys,

Thank you all for the advice. I did indeed respond to the 2nd and 3rd penalties with a detailed explanation that these had all been fired out in quick succession before I was even aware that this road had sneakily become a no-go to cars.

I am still awaiting a response. I think they said it could take up to 45 days for a reply.

Will keep you guys updated.
