Also, on the original PCN it states " If the penalty charge is not paid before the end of the period of 28 days beginning with the date of service of this notice, an increased charge of £195.00 maybe payable."

Under serction 4(8)(a)(v) it states as follows :that, if the penalty charge is not paid before the end of the 28 day period, an increased charge may be payable;

Is their a Difference in "maybe" and "may be" which would add to the invalidity?

Thanx for getting back to me, not really understanding what you are saying though sorry for my ignorance.

I should contest all 3 via adjudicator? And my argument should be based on the adam jones vs Havering ruling?

Yes all three. Not the Adam Jones decision  but the other Haringey case won some months ago. Appeal filed.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
