Camden - Broadfield Lane

Hi,

Just wondering whether there is any chance to not pay this.
PCN late (18:22) on Saturday.
Heavy rain. Poor conditions.
Vehicle was parked there for couple hours and then left.
Must have been one of these motorcycle officers.

Driver didn't notice any boards or markings just wondering what are your thoughts on this?
14 days from Saturday to decide whether to challenge these lovely people in Camden.

Pictures show car club bay.
Heavy rain and 3 year old screaming was enough for the driver to not notice this.

Here is the sign as one turns into Broadfield Lane. Unfortunately, GSV have yet to take their camera van down there so we don't know what lies beyond the sign, only you can tell us. The sign indicates No Waiting (aka Parking) beyond the sign except for permit holds with codes on the sign.

So why did you park down there ? Tell us and we can see if there is a possible get-out. Clearly tradesmen and visitors need to park, but we don't know what the council have done to support this need. Normally visitors to residents must display a 24hr visitor permit, but tradesmen and delivery vans etc will have other arrangements, but we don't know what these are.

Well looking at the google maps before 2024 there was a sign controlled zone, but its note there currently.
I went there again to see what happened and took a photo in a day light.
There are no other signs, except for a 'one way only' as one enters the street.
There is a very small placket on the wall which I haven't seen on the day, attached.

The council's pic of sign is unreadable but yours shows it. I think it needs a car club legend but we'll check this.

Do you have a permit for the zone.

Sorry, I forgot to put in the GSV link in my last post ! As the Germans say, tut mir leid !

I found that there was a zone sign at the entrance to Broadfield Lane in 2024 : -

However that sign has disappeared in the latest GSV view of Sep 2025 : -

This then begs the question, "is the zone still there, but the sign is missing?" If it is, and there should be a sign there, then you have a clear point to make in your representations.

The sign, markings and contravention description are conflicted.

IMO, the traffic sign for a Car Club bay MUST include the symbol at column 3 of Item 5 here: https://assets.publishing.service.gov.uk/media/5c78f895e5274a0ebfec719b/traffic-signs-manual-chapter-03.pdf#page145

The picture taken by the CEO looks like it's of a larger sign than the repeater taken by the OP.

Camden's CPZ map says this road is in the CA-N Camden Square zone so maybe the OP's sign is from a discontinued zone and shouldn't be there.

But a signed bay is what it is regardless of zone and HCA and I agree it has requirements for a club car bay but the CEO's pic we can't make out.

OP, can you post the council's photos pl, I can't make out theirs from yours.

Stamfordman's research shows a parking place reserved to Car Club Permit Holders only, permit identifier CC-1.

So there needs to be a traffic sign to this effect.

OP, if it exists where is it?

Hi,

Thank you all for replies.

I couldn't see any other signs, definitely not something like these mentioned in the chat above. (attached below)
Bay marked on the drawing above is spot on. Green space in front was taken.
Really dodgy weather on that day and dark alley didn't help.
I'll try double check this, my family lives near by, but I do not have a permit for this zone.
Being there again the other day I couldn't find any other signs esxcept the ones posted already.
Hope this answers all the questions raised.

I have posted all the council pics in their full glory.

If Mack could go back and check the sign that the CEO has captured that would be useful as it may not be the one they think.

There are no other signs.
I went there again. As you enter the road you can see only that it's a one way street.
Then on the wall is the EM-L(see below), which I've posted earlier.
No other signs.

EM-L on the wall, high up. Also visible as shining sign on the warden photos, high up on the left.
Its a small plate at high level.

It's not an enforceable car club bay.

The road marking is clear, but the sign is not permitted, it MUST include the car club symbol, but it doesn't.

Contravention did not occur.

The Traffic Signs etc. Regulations make it clear that a Car Club bay must be accompanied by a prescribed sign which MUST contain the prescribed 'Car Club' symbol. (Item 5 to Part 5 of Schedule 4 to the Regulations applies).

The sign in this case is shown in the authority's own photographic evidence, namely Permit Holders only . As the contravention grounds state Car Club, then it follows that even if a motorist holds Permit E-ML this would not be a defence against a 'Car Club' contravention.
