TL:DR: What is a reasonable time for a PCN reference number to be supplied after advising that the reference is illegible?
Do I have a legitimate appeal now that the PCN issuer has not replied to my letter in nine working days?*

Upon attempting to pay a parking PCN, I found that machine printed reference is illegible.
I wrote to the address printed on the back of the PCN (a subcontractor in a different area), and have dated and proof of delivery with signature.
I asked for the correct reference number to be sent to me within five working days. Nine working days later there is no reply.
The council website parking section lacks obvious information on my rights.
Do I have a legitimate appeal because of this?
I have not yet found what rules the council must follow nor the Gov't guidelines on what is a reasonable time to reply.
