Time of contravention same as Parking start time to the minute

Hi everyone, am I likely to be successful in challenging a Newham parking PCN if the time of contravention and the parking start time of the permit are exactly the same to the minute? (Observation start time - 12:44, Time of contravention - 12:50, parking start time obtained via my permit app - 12:50) I parked the car and got out to check the parking reference number, managing to secure it within exactly five minutes. During that time, a ticket was issued in front of me while I was next to the car by Newham wardens 😡 Contravention code : 12! Thanks for your help! I’m definitely appealing, but was wondering how likely they’ll accept the appeal.

All London councils ruthlessly game the system to maximise cash flow, so reject virtually all informal challenges with a Fob-Off letter. They do this because they know that most people then cough-up the discount. So submit reps based on your narrative, but don't be disheartened when you get the inevitable rejection.

The basis for parking and paying, is that time is allowed to park and then pay to park. If this wasn't so, then no motorists could ever park legally in a car park ! Your five minutes seems quite reasonable. Newham are one of the worst London councils, being ruthless, venal, and rapacious. I would take them all the way on this PCN, but lets see the PCN first

The parking receipt is for the visitor parking permit for that resident's bay, and I'm confident that it applies there. The time of contravention and the start time of the parking permit are exactly the same—12:50.

Is it your car registered to you as keeper?

Dear Newham, the contravention did not occur.

I had a valid parking session for my car that started at the same time as the PCN. Please see the attached receipt.

I look forward to your early confirmation of cancellation of this PCN.
