Southend 11 parked w/out payment

Hi,

The registered keeper of the vehicle received a Notice to Owner regarding this contravention. It states that a PCN was issued by a civil enforcement officer however there was no PCN on the car at the alleged date of contravention.

PCNs going astray is commonplace, so appeals are not won on that. It is the reason an NtO is sent to the owner, who has legal responsibility for PCNs, (payment or appeal).

Are there any photos on the Council website showing the contravention, could you confirm the reason for no payment being made?

Yeah there are pictures of the car at the location and of the signs, it's a parking area along the side of the road. There is a picture with the PCN on but only one and as mentioned it wasn't there later that day. Should I upload the images?

Honestly can't give a good reason for lack of payment, a lot of stress lately with a bereavement and I'm not always functioning at a good level.

Sounds like your best bet is a polite ask to settle at discount as the PCN wasn't there when you returned to the car. At £25 this would be the lowest penalty in the UK.

Assuming GSV is reasonably up-to-date, please post a GSV link to the exact location, telling us where the car was parked.

At the moment, the CEO evidence is overwhelmingly in their favour unless you can tell us more than you already have. Forgetting to pay is not grounds for cancellation, I'm afraid.

I'm not sure what I can say. I use this parking 4 days most weeks, even the week in question I used it before and after the contravention and paid the other times. I'm not someone who tries to avoid paying it really was a genuine mistake. I regularly (every couple of months) get overcharged on parking here and have to raise requests to have the overpayment refunded most recent being mid June just after this took place.
