I don't trust Newham a nanometre and although the sum of £0 appears on all their portal pages, the formal reps form looks like it will accept reps so I would do this and not risk a charge certificate, selecting the ground 'other', and saying that as the sum demanded is £0 you consider the case closed and look forward to confirmation, enclosing the £0 screenshots.
