PCN from Lewisham code 53J

I as understand from the sign, the Enforcement period is from Monday-Thursday 8:30-9:15am and 3:15-4:00pm Friday 8:30-9:15am and 2:15-3:00pm. The 14/09/2023 was on the Thursday and the time was 14:44. Am I right to think that I could drive through?
Any help how to make a representation, please?

Well, this does indeed seem to be an error by the council. So what you should do now is submit representations that the offence did not occur, and include a photo of the sign.

I looked on GSV, but it's not up-to-date, latest is 2021 for Rangefield Road. Presumably this is the school the restrictions are for: -

The council website says that you've made a representation already. Don't be surprised if they reject, councils often reject without reading the representations properly or at all. On the other hand if they reject, you have a chance of getting a costs order against the council for your trouble.
