Newham - 53J Failing to comply with a restriction on vehicles entering a pedestrian zone

Hello - hoping someone can best advise how to tackle this PCN received from Newham council.

Driver entered a pedestrian zone at 8:56 according to cctv footage, this would’ve been 4 minutes until restrictions on this road ends.

Is there any way to argue this or grovel?

Unfortunately the time on the car was 5 mins over and the driver thought it was ok to pass.

Any advice would be much appreciated!

Newham usually re-offer the discount if you submit represenations (challenge) within the discount window. In this case the discount window is 14 days beginning with the date of the notice. The window expires today. So I would certainly try and get something submitted before COB today.

Trouble is the signs look to be very clear.

Looks like your car passed the signs at 08:56:30am. So 3-1/2 mins before the restriction ended. So try a de-minimus argument. Terribly sorry, the clock in the car must have been a bit fast so I believed the restriction had ended. An honest mistake and I won't do it again and so on. Post up a draft on here for scrutiny.
