Hampshire Council Parked Code 02 in Loading/Unloading when restricted, Birchett Road Aldershot Hampshire,

I was parked in this spot for a few minutes, must've not realised it had restrictions, got back and saw an Enforcement Officer creating the PCN. I drove away as the ticket was printing on his machine so no ticket was affixed to my car or handed to me. Then this PCN arrived in the post.
Not too sure what my options would be or appealing it, but I hope you great people could help out.

You did what is called a "driveaway", and before the Traffic Management Act 2004, you'd have got away with it, but this was dealt with under this Act, and allows them to serve a postal PCN to the owner, (who of course may not be the driver). Under the legislation, PCNs are the responsibility of the owner to pay or appeal.

Please post a GSV link to the exact location, telling us where the car was parked, how long you were there, and why you were there. This is very important information for appealing possibilities.

These are all the council's pics but not timed and the yellow line pic shows an almost invisible loading restriction.

So yes what is Google Maps location.

Why did you park there.

I was collecting something from the shop on the right of this spot I had parked, I wasn't meant to be long at all and was only a few minutes - my bad to be honest.

Thank you for adding in those images, I hadn't opened the PCN online yet as it had only arrived recently.

I can't see that a loading restriction has ever been applied to those lines so it's the wrong contravention.

Yes it was a couple pre-ordered items

OK, pre-ordered, so that ticks a box, but what weight and how bulky ? To get the exemption, you have to show it was necessary to park where you did in order to carry out the loading.

It was 2 large bags weighing 10kg each, and then a larger sack of flour, 20kg I think.
Would I need proof it was pre-ordered?
It required 3 trips in and out to load the car and paying

The loading exemption is irrelevant because the contravention rules out loading.

But it's worth telling the council what you were doing.

I would just send:

I am making representations that the contravention did not occur as the yellow lines have no loading restrictions and indeed looking at Google Maps history do not appear to have ever been subject to loading restrictions.

So the 02 contravention cannot have occurred.

For your information, I was engaged in the exempt activity of loading heavy preordered goods at the time but this has no relevance to the alleged contravention.

I trust you will cancel this PCN soonest and presume you will instruct your CEOs about the restrictions that do apply to this location.

Before you do if you're nearby you could check if there are any obvious kerb blips there but the CEO's pic is a joke and there's nothing in the other pic of your car I can see.

GSV is quite recent, (last year), so I zoomed in but saw no kerb blips at all.
