Council charge letter received but no previous NTO

Check with the TEC helpdesk on the 26th or 27th August. That will be fine.
On the Brent site the amount outstanding should increase from £240 to £250 when the Order for Recovery is issued. The £10 difference is the court registration fee. I'm not certain as to how prompt Brent are about updating the PCN Key Events.

I wonder why the event history says that a PCN was issued on the 27th of June and another was issued on the 30th June?

They should have included form PE3 Statutory Declaration. When filling this in, not that in the information you must supply at top right of the form, the "Applicant" is the council, not you. You are the respondent.
Tick the second box down, for "submitted reps but did not receive....etc". There is no need to put anything in the "Reasons" box. Don't date and sign it until you are with the witness, (a solicitor, or a county court official) who will countersign.

The correct grounds are: 'You did not receive the Penalty Charge Notice in question'

Sorry, I got the 'tick' option wrong. HCA is correct, tick box for "you never received the PCN". I must be getting old !
