BRISTOL PCN CHARGE - CAZ

I have recently received two PCN's whilst travelling through Bristol. I am from Manchester and was unaware of the CAZ until I received the PCNs.

I have read the forum and intend to challenge the penalty using the following text:

Dear Bristol City Council,

Regarding Penalty Charge Notice Number (PCN): BS55615017
I challenge liability on the basis that the penalty demanded exceeds the amount due in the circumstances of the case. The PCN carries an 0870 premium rate telephone number, and I contend that as in Paul Bateman v Derbyshire County Council (DJ00037-2209, 10 November 2022) this amounts to a demand that exceeds the amount due in the circumstances of the case.

It follows that the PCN must be cancelled.

I also read this online, does anyone think that this is a reasonable thing to include or is it pointless? It is a statement from Bristol City Council regarding another couple from Liverpool who travelled to Bristol and were charged in the cars their fines were later appealed successfully.
‘On this occasion Bristol City Council will cancel the PCNs in favour of a warning given that the registered keeper of the vehicle is not from Bristol and may not have had prior knowledge or understanding of the Bristol Clean Air Zone’
The driver was so confident he appealed on behalf of a stranger, and even pledged to pay their fines if he failed. He didn't.

Any additional help would be gratefully accepted. I would also like to know the process of when it goes to tribunal as I am obviously nervous for this to happen.

I would go with the standard challenge and wait and see what comes back.
I practice law in the Traffic Penalty Tribunal, London Tribunals, the First-tier tribunal for Scotland, and the Traffic Penalty Tribunal for Northern Ireland, but I am not a solicitor or a barrister. Notwithstanding this, I voluntarily apply the cab rank rule. I am a member of the Society of Professional McKenzie Friends, my membership number is FM193 and I abide by the SPMF service standards.
