Whether the contextual road configuration is complex or not, a driver must comply with signs. In this case, the video shows a clear No Entry for Vehicular Traffic sign which was there to be seen. I suggest you concentrate on the sign and PCN. Others are more expert on the substantive issue, but in my mind the following questions arise:
1. Is there a traffic order provision which underpins the sign?
1.—(1) The sign must only be placed to indicate the effect of an Act, order, regulation, bylaw, resolution or notice which prohibits or restricts the use of the road by traffic.
2. If not and it is a Schedule 36 traffic sign then are the contravention grounds correct and does the distinction make any difference?
