For me the PCN is defective because it does not state what the traffic is that is barred. So that is a point for reps. Apart from that, whilst the individual signs are correct, are they adequate to convey the description ? If you approache them head-on then they probably are.

"the penalty exceeded....." matches your circumstances where the PCN fails to identify the traffic type that is barred by the sign.

Apart from that your previous reps to the council normally suffice, but see Tincombe's post. Better if he boosts your reps than me.

You are simply registering your appeal at this stage. As regards the contravention I suggest:

Contravention did not occur
The council's video (where my car exited) and subsequent photos included with their decision notice (showing the signs I am alleged to have passed) show objectively that the apparent restricted area is a length of highway no more than 20 m in length between this pair of outwardly facing signs. This does not satisfy the criteria for a restricted street of this type and therefore, it is my belief, would not be supported by a provision in a Traffic Management Order.

Sorry but life is hectic. I cannot possibly help everyone. I have won several,cases on the wording of the PCN. IF YOU WOULD SHOW ALL OF IT.

There are "known knowns" which we may never have wished to know. This applies to them. But in the field the idea that there are also "unknown unknowns" doesn't apply as they hide in the aleatoric lottery. I know this is true and need to be prepared knowing the "unknown unknowns" may well apply.
