speed limit changes and terminal signs

Parts of the North Circular Road (London) have been reduced from a 50mph to 40mph. 

On both carriageway, there are no lit terminal signs indicated the change in speed limit.

On the eastbound carriage way if you dont see the sign indicating 50 then I suppose you just poodle along at 40 till you do see the sign, however westbound is completely different because the limit change is indicated by two unlit repeater signs and it is very easy to miss.

I know the change in limit starts when one passes Costco at Chingford on the left so I can slow down, but many drivers don't know.

There are of course cameras along that stretch of road.

So my question is do the lack of lit terminal signs make the lower limit invalid?

That sign looks like it has a lamp over it to me.
