Excuse my ignorance - I rarely venture into the 'decriminalised' sections. Do the council really have the power to demand driver details?

Yes, many do have an investigating team. Looking at the attachment it seems Greenwich is the likely authority and they seem quite active.

2 cancelled badges seemingly being used by multiple family members is fairly aggravating. A warning as to conduct seems unlikely.

There was a similar case on PPP which I couldn't find. That was, I recall, being prosecuted under the fraud act rather than S117.

Section 112 of the Road Traffic Regulation Act 1984 I believe.
