Presumably you have received 3 NIPs with requirements to name the driver?
If so, there is a clue to what you should do in the sentence above this one.
I am responsible for the accuracy of the information I post, not your ability to comprehend it.

Was he insured to drive your car? When you name a foreign driver in response to a !request for driver's details" you should be prepared to answer that question as it might be asked at some stage.

Was he insured to drive your car?
Which realistically means did you add him to your insurance, any insurance he may have in Belgium wouldn't (is exceedingly unlikely to) cover him to drive your car in the UK.
There are motorists who have been scammed and those who are yet to be scammed!

To go back to the original question "What should I do in this situation?", you have no alternative but to supply the driver's name and address. Failure to do so will see you charged (three times) with a much more serious offence.

Did you lend him the car?
