24 in a 20 but not offered course

Hey all, my dad got a speding fine for 24mph in a 20mph but didnt get the oppoortunity to do the driving course. he thinks his last course was over 4 years ago.

Is it normally done at their discrestion?

Yes, but they are usually offered if qualifying.  There's no absolute right to one.

They may not if there isn't sufficient time to complete the course before the limitation period expires or one was done in the last 3 years (based on date of offence).

honestly no idea, he thinks last 1 was 4 years ago or so, but i cant even find any mention of it under any emails or anything to even check

If they havent offered it does that mean its not possible from that side?
