If
@Endorfin is sufficiently curious to know why this has happened, would it do any harm for the addressee of the s172 request to contact the appropriate ticket office and ask why they have received a nomination request when the RK hasn't?
So long as the addressee still responds within 28 days what harm can asking do? And might the answer not be of assistance to the driver?
