Genuinely this is for a friend who has difficulties explaining due to health.
This person had borrowed a car. Someone kindly sent a video to operation snap and teh Police have asked for name of driver.On the front page of the letter it states "Offence Drive on road, other than a motorway, fail to comply with red/green arrow/lane closure light signals".stating "offence RT88975 states contravene red traffic light in the letter. On turning right the driver is met by oncoming traffic and has to reverse".
Factually the driver was turning left not right. It is a one way road with two lanes. The left lane is normally only ahead or left. Right turn is to a car park. The car park lane was closed off. According to govt temporary traffic lights it states. "the temporary lights are clearly visible and positioned in advance of the lane closure and turning points".
These temporary lights were positioned long after the lane closure, level with the non working lights, positioned on right of the road closure side and not placed before the lane closure, hence he did not see the lights hidden behind blue arrow signs etc. There was no red sign saying temporary traffic lights prior to lane closure
The non working lights were seen on teh left by driver as he is negotiating the closed lane. It is a dark area due to high building walls at 1450pm in afternoon, so lighting is not very good as evidenced in their pictures, so as he approached them with caution he was looking up to check they were still not working, which they were not, whilst looking ahead at safety of road where no cars were visible ahead and taking everything in in the area for safety, he thought they were just out and not working and proceeded with caution at slow speed. He was going very slowly and as turned left, traffic was travelling towards him in the left lane he was turning into, unbeknown to him. So he reversed back into a safe place slowly and waited until it was safe as had no vision of lights as all not working. Now the letter has arrived and he did not see the temporary traffic lights in middle of the road as pictured, which were positioned behind a blue arrow sign, and many metres after teh lane closure looking at the pictures, which would have been hidden at a distance approaching as low traffic lights, on a gradient coming up hill, and when youre trying to take in the permanent traffic lights not working on your left, in dark black road you are really concentrating against bright sun in the distance. If lights are out on a two lane one way road where should the temporary lights be on positioned in law when road has been made to one left lane? Grateful for any advice as I do think there has been an error here and road temporary planning was poor and probably unlawful? Havent added pictures yet as you advice not too.
