Did i breach a PSPO and commit an offence

For context i am a private hire driver and using a hire vehicle.

So i was carrying out my work and i ended up at heathrow airport, dropping off a passenger. Left the airport, filled up on some petrol and found a place to rest or park.

I was approached by hillingdon council enforcement telling me i am suspected of breaching a PSPO which i was totally unaware of near heatrow, i know there is a PSPO in the neighbouring borough of Spelthorne.

Near or around the parking bay there were no signs of an order in place, and i was told that the enforcement came into effect February 2025, they claimed that TFL sent out an email regarding this, but this is not true. I doubled checked my inbox and there wasn’t any information regarding this.

They asked for my identity, i provided my TFL badge, but after this i questioned them, since i was genuinely confused, because i knew of PSPO in Spelthorne but not in certain areas of Hillingdon borough.

I asked them which area it covered and they said heathrow villages (where i was), i searched on my phone but couldn’t find it. I eventually found it. At the end they asked me for my postcode which i refused. They told me i would get another FPN if i don’t leave within the next 5 minutes, which i did. They took the vehicle reg and TFL vehicle number. The vehicle is not registered with me so i expect to receive a FPN within the next few weeks.


How deep of a trouble am i in? Did i commit an offence by not giving my details?
