35 in a 30 but only a repeater visible after camera

Hello
I wonder if someone could tell me if this is worth an appeal?
Husband thought this road in Kempston was a 40 and got a ticket for doing 35.
The only speed sign is a small repeater on the opposite side of the road in the pic, which appears slightly twisted and it was after the speed camera

You haven't bothered to tell us which direction he was travelling in, but either way he is wrong. The 30mph terminal signs are when you come off of the A421 onto Woburn Rd and the limit carries on its entire duration. If travelling from the other direction, he would have been coming from a road with a 30mph restriction, onto another road with the same. A lack of information telling him it was now 40mph would indicate it was still a 30. 

Repeaters are not required at all, the limit is denoted by street lights. If it had of been a 40mph limit the road would need repeaters showing this.

He needs to return the NIP naming himself as driver if he hasn't done so already. For that speed he should be offered a speed awareness course if he hasn't completed one in the previous 3 years, or a COFP for 3pts & £100.

For the sake of completeness, regular (diagram 670) repeaters are not permitted within restricted roads with a compliant system of street lighting.
Exceptions are matrix signs, roundels painted on the road surface and the sign you have shown us - the 'diagram 880' combined 30mph repeater and speed camera warning sign.

As has been said, there is no requirement for repeater signs in a 30mph road with a compliant system of street lighting - and a sign that there are allowed to display but are not required to display being at a slight angle is not a defence.

He appears to have missed these 30 signs https://tinyurl.com/2acd2mco.  That length of road has average speed cameras and crosses the frontage of Beds Police HQ!

The '30 repeater' is actually a camera reminder sign not a repeater
