Two queries; How can we get this cancelled?

If we can't, this was the first we heard of it - can we get them to reinstate initial fee?

Why would you pay the initial fee?

It's a con.

Write to them with a Subject Access Request in order to get the original PCN and then we can help.

Unlikely.
They will say the original PCN was sent to the same address.
You have a limited time remaining to appeal, if so what would your appeal be? What background can you give us to help you here?
They will say that the driver entered into a contract by reading the signs and by parking, and agreed to pay accordingly. So are the signs clear?

Well firstly I'm keen to see if the good people here are aware of any universally applicable strategies could be deployed here.

If not, there is always the fact that the registered keeper of the vehicle was not the one who carried out the alleged contravention.

Send a Subject Access Request asking for all the personal information they hold on you.
Look it up!

The driver entered into a contract by parking, according to the signs at the site, and is now liable under the contract to pay. You have told us nothing about what the driver did or didn’t do at the time.
The liability can be transferred to the registered keeper if the original notice complied with the requirements of the Protections of Freedom Act 2012 (

) but in order to know this we need to see the original PCN.

I'll work on getting the PCN. Other than that, not much I can say about the background. Only salient point is that as you may be able to see from the image in the doc, that to the rear of the space, there's a lamppost with metal bars around it for protection. The driver wanted to avoid colliding with the metal frame.

Here's the email they sent today:
Good afternoon,

Thank you for your email.

Please be advised your name and address was obtained from the DVLA, as you are the registered keeper of the vehicle. The parking charge notice was sent to you on 20/05/26 and a final reminder was sent to you on 03/06/26. Please see attached PDF copies of these notices.

The correspondence we have sent, and the frequency at which it has been sent, is wholly in line with the guidelines set out in the relevant sections of the British Parking Association Code of Practice.

While we understand your comments, we do not have control over any postal issues / postal service.
 
BPA: 21.4a A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered and so “given” on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday.

The opportunity to appeal this charge further has expired, the charge has subsequently been referred to our debt recovery agent. To make payment, or request information, please contact:

Where is the “period of parking” on the Notice to Keeper?

9(1)A notice which is to be relied on as a notice to keeper for the purposes of paragraph 6(1)(b) is given in accordance with this paragraph if the following requirements are met.

(2)The notice must—

(a)specify the vehicle, the relevant land on which it was parked and the period of parking to which the notice relates;
There will be other PoFA failings as well, I’m sure.
Compare the notice with the requirements of the legislation linked to in Reply #6.

The NtK also fails to meet the requirements of PoFA Schedule 4 Paragraph 9(2)(b) - the notice fails to convey the fact that 'the parking charges have not been paid in full'.

URGENT - UKPC; PCN not received, passed on to debt collectors

Starting new thread as the previous one has gone dead.

On 15th May, a PCN was given for parking outside the marked bay. PCN can be seen here:

No PCN was placed on the vehicle and the registered keeper never received the PCN in the post. The first they heard of it was on 3rd June when a final reminder arrived in the post.

After spending a couple of days turning the house upside down looking for the PCN and coming here for guidance, the registered keeper contacted UKPC to inform them no PCN had been received and to request the PCN.

On 3rd July an email was sent to the registered keeper by UKPC - it can be seen here:

Is there anything that can be done to have UKPC reinstate the initial PCN so an appeal can be made, or at least the reduced fine?

Is there any other angle that can be taken to contest ZZPS?
