✅ Final Update – PCN Cancelled!
Thanks to everyone who offered advice — I’m pleased to confirm that Excel Parking has now cancelled the PCN following intervention from Iceland’s executive team.
Full Timeline & Outcome:
I received a PCN from Excel for overstaying by 18 minutes at Iceland Ilford, despite:
Paying for parking
Spending £106 in-store
Being delayed because a staff member asked me to move my large shop from a self-checkout till (which was too small) to a manned till across the store, which added significant time
I first contacted Iceland Customer Services, but got a generic response saying:
“Please get in touch with Excel directly to resolve the matter, as the car park is not owned by Iceland.”

While waiting for a reply from the CEO’s office, I also went into the store in person. I was told the manager was on leave, but a staff member listened, asked to see the PCN, and took a photo of it on his phone. He told me to come back the following week to speak to the manager — though I’m not sure if that led to anything.
I had already sent an email (and later resent it) to Tarsem Dhaliwal, CEO of Iceland, at Tarsem.Dhaliwal@iceland.co.uk, explaining the situation fully and attaching my receipt.
Eventually, I received a reply from Josh in the Executive Resolutions Team, who asked for my address and confirmed their Property Department would contact Excel.
On 28 July, I received confirmation from Ashley (also from the Executive Team) that:
“Our Property Department have received confirmation from Excel Parking that the PCN has been cancelled.”
I also mentioned that I’d stopped shopping at Iceland since receiving the fine, and that I hoped for a resolution so I could return with peace of mind.
